In September of 2023, The Phoenix City Council approved new rules allowing one ADU on all single-family residential properties where yard size and other parcel characteristics permit. These rules apply to zoning districts such as R1-6, R-1-10, and others. Homeowners can now build an ADU on their property, subject to size and lot coverage limits defined by local ordinances. To start building an ADU, homeowners need to submit a building plan. The residential team reviews the plan to ensure compliance with Phoenix’s building codes. Once approved, a building permit is issued. The legalization of ADUs aims to create more affordable housing options in Phoenix.
